The 22-year-old left back, who spent the second half of last season on loan at Borussia Dortmund, will now only need to finalise personal terms to secure the transfer.
Maatsen had a £35m release clause in his Chelsea contract which Dortmund had been reluctant to meet in full.
That opened the door to others, with Villa believed to have agreed to pay slightly more than that fee in order to secure a more suitable payment schedule.
Sportycoon understands the deal is worth £37.5m.
It is seen as a smart move for both clubs, as Chelsea would receive a handsome figure for a homegrown player they were willing to sell and Villa get a left back who was named in the Champions League Team of the Season for 2023-24.
Maatsen is currently with the Netherlands squad for Euro 2024 but could come to an agreement with Villa remotely.
Chelsea remain in talks over a deal to sign Jhon Duran from Villa, though they are known to have several striker targets on their potential shortlist, including Atletico Madrid's Samu Omorodion and Bournemouth's Dominic Solanke.
