Kellyman, 18, is due to have a medical on Monday ahead of signing a six year deal.
Meanwhile, the Netherlands have given permission for Chelsea left-back Ian Maatsen to undergo a medical ahead of his £37.5m move to Aston Villa.
Nottingham Forest have asked about a £3.5m deal for Villa midfielder Lamare Bogarde, 20.
Villa are striving to meet PSR requirements and have sold another midfielder Tim Iroegbunam to Everton for £9m while they plan to bring in Lewis Dobbin in return in a separate deal.
Talks are also ongoing with Juventus to sell Douglas Luiz for £17m with Samuel Iling Junior and Enzo Barrenechea coming the other way.
Kellyman joined Villa's academy in 2022 after starting his career at Derby.
He made his Premier League debut as a late substitute against Manchester City in March.
The 18-year-old represented Northern Ireland at multiple youth levels before receiving clearance to switch his international allegiance to his country of birth last year.
Since then Kellyman has appeared for England at U19 level, making seven appearances for Will Antwi's side.
