Now, the deal has been completed after Chelsea announced on Saturday morning that the 18-year-old has penned a six-year-deal, with the option of an extra year, in west London.
Speaking to the club website, Kellyman said: ‘It is fantastic to be standing here as a Chelsea player.
'It’s a massive club with an amazing history, so it is great to join. It is a dream come true for sure. I’m buzzing to have put on the shirt and can’t wait to get started.’
Villa are striving to meet PSR requirements and have sold another midfielder Tim Iroegbunam to Everton for £9m while they plan to bring in Lewis Dobbin in return in a separate deal.
He made his Premier League debut as a late substitute against Manchester City in March.
The 18-year-old represented Northern Ireland at multiple youth levels before receiving clearance to switch his international allegiance to his country of birth last year.
Since then Kellyman has appeared for England at U19 level, making seven appearances for Will Antwi's side.
Meanwhile, on Friday night, Chelsea sent full-back Ian Maatsen the other way as he completed a £37.5million move to Aston Villa.
The 22-year-old left-back was part of the Borussia Dortmund team beaten by Real Madrid in last season's Champions League final during a loan move from Stamford Bridge.
Maatsen, who is currently with his country at Euro 2024 in Germany, becomes Unai Emery's second summer signing following the arrival of forward Lewis Dobbin from Everton.
Villa are preparing for Champions League football after finishing fourth in the top flight.Maatsen registered 16 appearances in the Bundesliga and seven in the Champions League for Dortmund, including scoring in the German club's European quarter-final triumph over Atletico Madrid.
He also played 12 Premier League games for Chelsea last term, having previously been loaned to Charlton, Coventry and Burnley.
Meanwhile, Chelsea have confirmed Morocco winger Hakim Ziyech has completed a permanent transfer to Galatasaray following a loan spell with the Turkish club.
